MINUTES OF SUTTERTON PARISH COUNCIL MEETING HELD IN THE COMMUNITY LOUNGE ON WEDNESDAY FEBRUARY 5th 2020 AT 7.00PM

17/20 Public Forum

18/20 Chairman’s Comments
The Chairman commented that the footpath, Station Road had been edged and the two Cherry Trees had been planted in the Recreational field. Cllr. Fitchett commented that it would be encouraging to see more Cllr’s helping in the village, but he realised that it was difficult for those who worked.
19/20 Apologies for Absence and the reasons given
None were received.
20/20 Receipt of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensation in relation to members disclosable Pecuniary interests
None were received.
21/20 Notes of the last meeting held on January 8th 2020 to be approved as the minutes
With amendment to 15/20 should read Cllr. Greenslade, and that the VE day celebrations are to be held in the Church not supported by the Church.
It was proposed by Cllr. Baker seconded by Cllr. Senneck that the minutes be signed.

There were no matters for the Police who were not present at the meeting.

26/20 Highway Matters
Cllr. George thanked the Welland and Deeping Drainage Board, Monty Pack and LFP, for clearing the drainage problem in Stone Lane, the road is now open again.
Pot – holes in Stone Lane have now been reported, and work on the Boston Road pavement should be done within the next 14 days.
Community Speed Watch
23/01/20 - Station Road - 25 vehicles of which 4 were speeding with a top speed of 52 in a 40 zone.
30/01/20 - Spalding Road - 150 vehicles were checked 10 were speeding with a top speed of 51 in a 30 zone.
Cllr. Watts reported the streetlight in Monarchs road
Action he was advised to tell the resident to contact the Maintenance company
The Pothole on Waterbelly Lane has still not been repaired.
The dyke in Post Office Lane is not running along its length.
Action the Clerk to contact the Parochial Charity Trust
The white fence on Wigtoft Road has sections in the dyke – estimated at 4.

27/20 Planning
Town and Country Planning Act 1990 Appeal under section 78 Erection of 9 industrial units, construction of new vehicular access, and associated parking area’s at Reed Point Spalding Road, Sutterton.
The matter was discussed by the members, who decided they had nothing to add to their original objections.
Cllr. Fitchett told the meeting that he had been asked by residents to attend the Appeal, as their spokesman.
28/20 Accounts for Payment as per payment sheet 10 of 12 dated January 2020
It was proposed by Cllr. Baker and seconded by Cllr. Ingham.
29/20 Parish Matters
Cllr. George on the inspection rota reported that the mats under the swing need attention.
Action the Clerk to organise an inspection
Matters for Report
Cllr. Thorpe asked about the accidents and speeding on the A16, the matter was discussed.
Action the Clerk to contact LRSP asking for suggestions
Matters for inclusion in the March Agenda
Cllr. Thorpe asked for the Community Pay - back team be on the Agenda.
Cllr. Watts asked for the VE Celebrations be on the Agenda.
Park Bench
The bench is now in place, it has been suggested by Lincs Housing Partnership that the planters are put either side of the seat to stop motorists damaging the bench, a suggestion was made that it might be a good idea to use a concrete waste pipe which when filled with soil would not be moveable.
Cllr. Thorpe has seen a banner near a local school which read ‘think before you park` and suggested it may also be appropriate for the village.

VE Celebrations
After further information of the funding request was provided it is was agreed to amend the donation to £250.00 from £100.00.
The matter will continue to be an agenda item at the March meeting.
The meeting went into closed session.
Grass Cutting 2020
3 tenders were received, after discussion it was agreed to award the contract to Aaron Appleby, The Clerk to notify the other 2 companies.
Cllr. Fitchett commented that the Recreational Field will soon need cutting.
The meeting closed at approx. 8.50pm.
The next meeting will be on Wednesday March 4th at 7.00pm in the Community Lounge.
