MINUTES OF SUTTERTON PARISH COUNCIL MEETING HELD ON WEDNESDAY NOVEMBER 4th 2020
AS A HYBRID MEETING IN THE COMMUNITY LOUNGE AND REMOTELY

106/20 Chairman’s comments
The Chairman welcomed all to the meeting asking all present to stick to the rules.
107/20 Apologies for absence and the reasons given
Apologies were received from Cllr. Sands.
108/20 Receipt of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensation in relation to members disclosable pecuniary interests
None were received.
109/20 Notes of the last meeting held on October 7th 2020 to be approved as the minutes
With one amendment it was proposed by Cllr. George seconded by Cllr.Baker.
110/20 Police Matters
No matters for the Police were received.
111/20 Viewpoints on questions from the public
No questions were received from the public.
112/20 Reports from the previous meeting and report from the Clerk of issues arising since the last meeting
113/20 Lincolnshire County Council Matters and Boston Borough – Information for and from and for County and Borough Councillors
Cllr. Brookes informed the meeting that the proposed speed limit on the A17 at the junction with Spalding Road, has successfully gone through public consultation, the work has now gone to contracts and will be delivered in due course.
Cllr. Cooper reported that nothing is happening at present in the Borough.
114/20 Correspondence received
David Mossman (by email) regarding tankers owned by FLB coming through the village to the Anglian Water Reservoir.
Craig McFarland regarding the painting of the bus shelter
Action The Members agreed that work be started

Road Closure Order on 25/11/20 Waterbelly Lane (between Dowdyke Road & a point 600m East)
LALC – Royal British Legion have updated their website regarding Remembrance Sunday
LCC – TPO – Sutterton Tree Preservation Order
Action The letter to be displayed on the Notice Board
115/20 Highways Matters
The Drainage problems in Love Lane are to be monitored to see if it happens again as it is slow running.
Stone Lane is to be closed on November 9th for Anglian Water.
Cllr. Brookes left the meeting at 7.35pm
116/20 Speed Detection Data
Cllr Senneck informed the meeting that the Speed Indicator Devise is currently being charged, the Chairman asked if it could be on Station Road as soon as possible. Cllr. Senneck assured the meeting that it would be in place at the week-end.
Community Speed Watch
It appears that the Speed Watch Team are not presently active.
117/20 Planning
B/20/0406 Erection of a detached garage and proposed alterations to existing dwelling to create two a storey rear extension and conversion and conversion of existing conservatory into Sun Room at 29, Marsh Road, Sutterton
The meeting discussed the application and has no objection.
B/20/413 Erection of new office building with link section to partially converted existing glass house for agricultural use at Allium Seeds UK (Plant Nursery), Wigtoft Road, Sutterton, PE20 2EL
The Meeting discussed the application and has no objections.
118/20 Accounts for payment as per sheet 7 of 12 dated October 2020
It was proposed by Cllr. Baker seconded by Cllr. Ingham that the payments be made.
119/20 Parish Matters
Cllr. Watts on the Inspection Rota apologised for only inspecting twice during the month. He informed the meeting that he would forward his inspection comments to the Clerk.
Sutterton Cemetery
The Clerk was made aware of a branch down in the Cemetery and has asked Sterma’s to remove the branch and to provide a quote for felling 4 trees that appear to be deteriorating.
The Bus Shelter Art Work
Action the Clerk to contact the artist asking him to do the work
Sutterton Parish Council Website
Cllr. Thorpe is unable to continue with monitoring the site, it was proposed by Cllr. George seconded by Cllr. Baker that Euro-tech Innovations are contacted to see if they are willing to manage the site.
It was proposed by Cllr. Senneck that that Euro-tech innovations take over the web-site seconded by Cllr FitchettI
Lap Top
The present Laptop gave up the ghost during the meeting, it was proposed by Cllr Baker and seconded by Cllr. Senneck that the Clerk obtain prices and order a new Lap-Top
Matters to Report
Cllr. Senneck reported a bag on the trees in the Centre of the Roundabout.
Action Cllr. George to report to the SWAT team
Mole Catcher the Clerk has obtained a quote for the moles in the Recreational Field and the Cemetery.
Action the Clerk to contact Mr. Wilkinson asking him to start the work
Matters for inclusion in the December Agenda
The Clerk reminded members that items can be included upto a week before.
The meeting went into closed session to interview three applicants for the vacant Councillor position
After interviewing all 3 applicants and asking various questions the meeting decided to co-opt Mrs. Allen, the Clerk to notify all applicants.
There being no further business the meeting closed at approx. 8.35pm.
The next meeting will be on Wednesday 9th December at 7.00pm in the Community Lounge and will be available as a remote meeting for any members who choose to attend that way.
