MINUTES OF SUTTERTON PARISH COUNCIL MEETING HELD IN THE COMMUNITY LOUNGE ON WEDNESDAY SEPTEMEBER 2nd 2020 at 7.00PM

74/20 Chairman’s Comments
75/20 Apologies for absence and the reasons given.
76/20 Receipt of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensation in relation to members disclosable pecuniary interests
None were received
77/20 Notes of the last meeting held on August 5th to be approved as the minutes
One amendment was made 72/20 should read Rocking.
It was proposed by Cllr. Baker seconded by Cllr. George that the minutes be signed.
78/20 Police Matters
No matters for the Police were received.
79/20 Viewpoints on questions from members of the public
No questions were received.
80/20 Lincolnshire County Councillors and Boston Borough – information from and for County and Borough Councillors
Cllr. Cooper informed the meeting that the Borough Offices are closed until January and are amalgamated with East Lindsey who are now running the housing etc.
Cllr. Brookes reported that LCC are setting up a County View resident’s panel, to help shape services and develop ideas
Cllr. Brookes reported that a maintenance gang will be in this area from 07/12/2020 to 22/01/2021, items can be submitted via Fix my Street (Fault) on the LCC Highways website. He also has a small amount left in his Covid19 fund.

Independent Memorial Inspection – Quote for the cleaning of the War Memorial
Action the Clerk to obtain a further quote
David Matthews (via email) regarding the Applegate junction on Station Road
Action The Clerk to respond that the Parish Council has nothing to add to the reply from Highways
82/20 Highway Matters
Cllr. George informed the meeting that Highway’s will be repairing the railings on Wigtoft Road. She has reported that the hedge at the entrance to Endeavour Park is overhanging one of the planters. Cllr. Sands asked why Spalding Road has not been re-surfaced instead the area’s are being patched. Cllr. Brookes is to ask questions when he next meets the Highways Manager
83/20 Speed Detection Data
The group are still looking for volunteers.
Cllr. Ingham asked what has happened to the Speed Indicator device. Cllr. Watts replied that he has washed his hands of it as he was unable to download the information, the device is now with Cllr. Senneck but he cannot download the information either.
Action the Clerk to contact Anthony Rylance from Unipart
Cllr. Watts is going to try again to contact the couple who have indicated that they are willing to help

B/20/0303 Prior Notification for the proposed change of use of agricultural building to a flexible commercial use at The Mill Farm, Wigtoft Road, Sutterton, PE20 2EL
The Application was discussed, Sutterton Parish Council has no objections.
B/20/0309 Erection of a new single storey annexe at 2 Fishmere End Road, Sutterton PE20 2HX
The application was discussed, Sutterton Parish Council has no objections.
85/20 Accounts for Payment as per payment sheet 5 of 12 dated August 2020
It was proposed by Cllr. Baker and seconded by Cllr. Ingham that the payments be made.
86/20 Inspection Rota
Cllr. George on the Inspection Rota reported that the Zip Wire needs tightening and that she has moved the wooden bench nearer to the War Memorial away from the trees.
Action the Clerk to contact Mr. Glenn
87/20 Most Pleasing Garden
Cllr’s Ingham & George have judged the gardens and have awarded the following:-
1st place Mr & Mrs Holland Shield & Garden Tools
Runner up Coralie Johnstone& Shelagh Mortis Certificate & Fish & Chips Voucher
3rd Place Mr & Mrs Maidens Certificate & Voucher for Susananna’s
4th Place Mr. Yeomans Certificate & Sweets
Due to Social Distancing the winners were not invited to the meeting. Cllr. Ingham will deliver the certificate’s & prizes.
88/20 Sutterton Cemetery
Cllr. George asked if it would be possible for the Clerk to check on the no. of unused plots, and reported that the latest fallen branch has been removed.
Action The Clerk suggested that trees should be inspected to see how stable they are. Removing the trees will release more room for graves. The Clerk to inquire into the rules regarding the original part of the Cemetery

The Bus Shelter artwork
The painting of the Bus Shelter was discussed. Cllr. Senneck was asked if he still had contact with person who had originally agreed to submit a quote.
90/20 Training
The Clerk asked for comments regarding the recent Zoom Councillor training that had been available and had been attended by Cllr’s Fitchett, Thorpe, George, Ingham & Sands
91/20 Matters to report
Cllr. Ingham reported that she has replanted the planters near Endeavour park.
Cllr. Sands asked if there had been any interest in taking over the RoundnAbout.
Cllr. Fitchett reported that one of the Cherry trees in the Recreational field has died.
Agenda items for the October Meeting
Cllr. George suggested that the Clerk acquire a Dictaphone to make minute taking easier.
Cllr. Senneck responded that it is possible through an app to record using mobile a mobile phone.
It was proposed by Cllr. Ingham seconded by Cllr. George that the Clerk prepare to record meetings.
There being no further business the meeting closed at approx. 8.35pm.
The next meeting will be on Wednesday October 7th 2020 at 7.00pm in the Community Lounge.
