MINUTES OF SUTTERTON PARISH COUNCIL HELD BY ZOOM on WEDNESDAY DECEMBER 9th 2020

120/20 Chairman’s Comments
The Chairman welcomed all to the meeting. He welcomed Cllr. Allen to the Council and thanked Cllr. Senneck for his work, he also thanked the Clerk for the extra work she has been doing.
121/20 Apologies for absence and the reasons given
Apologies were received from Cllr. Allen, Cllr. Baker, Cllr. Senneck & Cllr. Watts
Apologies were also received from the Police.
122/20 Receipt of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests
None were received.
123/20 Notes of the last meeting held on November 4th 2020 to be approved as the minutes
It was proposed by Cllr. George with one amendment to the wording in 113/20 “The speed limit reduction to 50mph has gone through public consultation” this was seconded by Cllr. Ingham.
124/20 Police Matters
None were received.
125/20 Viewpoints on questions from members of the public
Although no members of the public were present, Cllr. Sands reported that Mr. Nick Robinson and Sue Ward had complained that the Clerk had not responded to their emails.
The Clerk apologised, remarking that for some of the time this month she had been unwell.
125/20 Reports from the Minutes of the previous meeting and report from the Clerk of issues arising since the last meeting
The Clerk reported that the Bus Shelter had been repainted over the weekend of December 5th & 6th. The Artist had received compliments while he was working, Councillors had also received compliments on his work.
126/20 Lincolnshire County Council Matters and Boston Borough – information from and for County and Borough Councillors
Cllr. Brookes had nothing had nothing to report regarding Sutterton.
Cllr. Cooper also had nothing to report.
127/20 Correspondence received which the Council are invited to resolve on
BBC – notification that the Precept is required 25th January 2021
Action the Precept to be an Agenda item in January
(By email) Nick Robinson regarding his concerns regarding Planning for the future, asking all Councillors to sign the open letter to the Secretary of State Robert Jenrick.
Cllr. Brookes has already signed the letter.

128/20 Highways
Cllr. George has reported a fly net on the roundabout, mud on Stone Lane leading to Broad Lane, the dyke at the top of Stone Lane has a strong smell of sewage, a pothole at the top of Waterbelly Lane,
and also, at the top of Waterbelly Lane there is a drop in the grass verge where the mail van parks to empty the mailbox.
129/20 Speed Detection data
Cllr. George has taken over the Speed Detection Data and is to be assisted by her nephew
Action the Clerk to organise the Volunteer paperwork
130/20 Planning
To remove condition 6 of planning Permission B/16/0217 to allow outside storage when the site is not in operation
Members discussed the application discussed and it was unanimously agreed that Sutterton Parish Council objected to the application as they could not see how conditions had changed since the condition was agreed.
B/20/0456 Single storey extension to front of dwelling and erection of a detached garage at Mawenzi, Spalding Road, Sutterton, PE20 2ET
Members discussed the application and has no objections to the application.
131/20 Accounts for payment as per sheet 8 of 12 dated November 2020
It was proposed that the payments be made
Inspection Rota for Cemetery and play equipment
Cllr Watts who was on the inspection rota for October has not forwarded the book to Cllr. Thorpe who appeared to not be aware that she was on the Rota for November. Cllr. Ingham is on the rota for December.
Sutterton Cemetery
After discussion it was proposed by Cllr. Ingham seconded by Cllr. Fitchett that the quote from Stuart Glenn be accepted.
Action the Clerk to contact Mr. Glenn
Bus shelter artwork
It was agreed by the members, that Craig McParland had done a brilliant job on the Bus Shelter. The Cllr’s had received positive remarks about it.
Matters for Report
Cllr. Fitchett reported how good the War Memorial looks this was seconded by Cllr. George
Cllr. Sands reported that the brick work on the Village Roundabout has been damaged Cllr. George reported that this has been reported to Highways.
Cllr. Sands also reported the railings in the centre of the village, Cllr. George reported that this has been reported and Highways are looking to repair the railings. Cllr. Brookes asked Cllr. George to
forward the number to him.
Matters to be included on the January agenda
The older flower tubs are to be put on the Agenda
There being no further business the meeting closed at approx. 8.30pm.
