MINUTES OF SUTTERTON PARISH COUNCIL HELD IN THE SCHOOL HALL ON WEDNESDAY AUGUST 5TH 2020 AT 7.00PM

58/20 Chairman’s Comments
Cllr. Fitchett opened the meeting by saying, he was glad to be back, the tubs around the village and the flowers on the roundabout look lovely.
 
59/20 Apologies for absence and the reasons given
Apologies were received from Cllr’s Thorpe & Watts.
Cllr. Cooper – BBC & Cllr. Brookes LCC.
 
60/20 Receipt of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members disclosable pecuniary interests.
None were received.
 
61/20 Notes of the last meeting held on July 8th 2020 to be approved as the minutes
Cllr. Senneck left the meeting @ 7.15pm
• 47/20 should read raced not raised.
• Email from Cllr. Brookes omitted.
• The funds from Cllr. Brookes for the Sutterton Emergency Committee were not mentioned
• Cllr. George raised that during the meeting although she had her hand raised it was ignored, and when she was acknowledged she was told that the meeting had moved on and would not be returning to the point that she wanted to make. 
• It was omitted that the Council had received an email from a couple who were prepared to help with the Speed Indicative Device (SID) Cllr’s Watts and Senneck would contact the volunteers.
It was proposed by Cllr. Baker seconded by Cllr. Fitchett that the minutes be signed.
 
62/20 Police Matters
There were no matters for the Police.
 
63/20 Viewpoints on questions from members of the public.
No members of the public were present.
 
64/20 Reports from the minutes of the previous meeting and report from the Clerk of issues arising since the last meeting.
 
65/20 Lincolnshire County Council Matters and Boston Borough – information from and for County and Borough Councillors.
 
66/20 Correspondence received which the Council are invited to resolve on

• D. Martin – Internal Audit Report
• Speed Watch Co-ordinator no sessions are booked
• Speed Watch Co-ordinator asking for more volunteers.
• Lives – asking for donations.
Action It was proposed by Cllr. Baker seconded by Cllr Sands that a donation of £50.00 be made this was a unanimous decision
• Lorraine Bush – No request for an election has been received. 
Action Sutterton Parish Council may now co-opt a suitably qualified person
• War Memorial Cleaning 2020 – the Clerk to contact IMI for a quote.
• SLCC guidelines for face to face meetings.
• Stuart Glenn – quote for repairing the Cemetery Gates.
 
67/20 Highway Matters
• Cllr. George reported that the Phallic symbol has been removed.
• The Diversion signs are still in place.
• The brambles near the vets are to be trimmed.
• Kit Kat Lane has never had a sign – Cllr. George 
 
68/20 Community Speed Watch
Communication has been received from the Co-ordinator and is minuted in the correspondence.
 
69/20 Speed Detection Data
The Clerk to contact Cllr’s Senneck and Watts reminding them to contact the villagers who have volunteered.
 
70/20 Planning
B/20/0245 Single storey side and rear extension including alterations to existing fenestration at Woodland Dell, Station Road, Sutterton, PE20 2JX
Sutterton Parish Council discussed the application and has no objections.
B/20/ Erection of a timber framed protective clothing and small tool store at the Mill Farm, Wigtoft Road, Sutterton, PE20 2EL
Sutterton Parish Council discussed the application and has no objections. 
 
71/20 Accounts for payment as per payment sheet 4 of 12 dated July 2020
It was proposed by Cllr. Baker and seconded by Cllr. George that the payments be made.
72/20 Inspection Rota for the Cemetery and play equipment
Cllr. Fitchett on the Inspection Rota for July and until the 15th August - reported that the matting under the swings can be moved back but Cllr. Fitchett will need help to do this.  One of the Rocking horse footrests needs attention.
The hedge down Station Road needs flailing.
Action the Clerk to contact Highways with a request.
Cllr. Fitchett reported that Cllr. Senneck has not forwarded the book to him.
The grass near the entrance to Park Avenue needs trimming.
Action The Clerk to contact the contractor
In the Cemetery the wildflower bed is full of thistles etc.  Cllr. Fitchett has had a conversation with the man who used to look after the bed, and he is happy for the Council to remove it.

The seat in the Cemetery has been repaired and returned.
 
73/20 To adopt the Anti buying Policy
This was proposed by Cllr. Sands and seconded by Cllr. Thorpe via a round robin email and was adopted by the meeting.
 
Grievance Policy – The Clerk issued all present a copy of the Grievance policy to be adopted at the meeting on September 2nd 2020 if agreed.
 
Virtual meetings/Cllr. Training
The Clerk is in the process of arranging virtual training which will be followed by Councillor training.
 
74/20 Matters to report
Cllr. Sands reported ivy from the Angel House is overhanging the Beridge footpath and one of their trees is overhanging into a garden Beridge Lane.
Action Cllr. Ingham remarked that she would approach either Mr or Mrs. Martin when she next saw them.
 
Casual Vacancy 
Action A poster has been put on the Website, the facebook page and in the Notice Board before September 25th 2020

Agenda items for the September Agenda
Cllr. Ingham asked that the extension to the Cemetery roadway be included as it now stops short of the section now being used.
 
There being no further business the meeting closed at approx. 8.20pm the next meeting will be on Wednesday September 2nd 2020 at 7.00 pm in the School Hall.
