MINUTES OF SUTTERTON PARISH COUNCIL ANNUAL MEETING AND MAY MEETING ON MAY 19TH AT 7.00PM IN THE COMMUNITY LOUNGE.

23/21 To receive nominations for and to appoint a Chairman.
It was proposed by Cllr. Ingham seconded by Cllr. George that Cllr. Fitchett continues as Chairman.
24/21 To receive nominations for a Vice- Chairman.
Cllr. George proposed Cllr. Ingham, Cllr. Thorpe proposed that Cllr. Sands continue as Vice-Chairman.
This was seconded by Cllr.Baker
25/21 The appointment of members to Committees and representatives on other organisations.

26/21 Public Forum
There were no members of the public present.
Cllr. Sands has been approached by a resident thanking the Council for organising the artwork in the Bus shelter
27/21Chairmans Comments
Cllr. Fitchett reported that all the New planters are in place except the Wigtoft Road one and it is expected shortly.
28/21 Receipt of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written request for dispensations in relation to members disclosable 29/21 pecuniary interests.
None were received.
30/21Notes of the last meeting held on April 7th, 2021 to be approved as the minutes.
It was proposed by Cllr. Baker seconded by Cllr.Fitchett.

No matters for the Police were received.

33/21 REPORTS FROM THE MINUTES OF THE PREVIOUS MEETING AND REPORT FROM THE Clerk of issues arising since the last meeting.
34/21 Lincolnshire County Council Matters and Boston Borough – information from and for County & Borough Councillors
Cllr. Brookes reported that the signing on the new road surface on Station Road had not all had been replaced. These were part of a joint scheme between Highways and Sutterton Parish Council
The Highways Manager has said that she will arrange for all the signing to be replaced if that is the Parish Council wish. A discussion took place regarding the signs, it was agreed to replace all signs apart from the 40mph sign.

Cllr. Ben Watts asking the Clerk for advice on resigning.
The Clerk advised a signature is required on a letter to the Chairman who then forwards the letter to the Clerk.
Mark Plummer LHP to liaise with Cllr. Ingham regarding the delivery of the peat.
36/21 Highways
Cllr. George reported on Blows Lane according to fix my street the work had been completed. Cllr. Ingham replied that this was not the case, Cllr. Brookes checked and found that there was another report with outstanding repairs to be completed
Cllr. George asked for clarification on the Duck signs.
37/21 Speed Detection Data
38/21Accounts for payment as per sheet I of 12 dated April 2021
It was proposed by Cllr. Baker seconded by Cllr. George that the payments be made.
39/21 Inspection Rota
Cllr. Fitchett on the Inspection Rota reported
Graffiti on the roof of the shelter in the Recreational Field.
The Cherry Trees have disappeared.
The seats on the swings have been wrapped around over the trop
40/21 Matters to Report
Cllr. Ingham reported that a new clasp had been put on the Notice Board.
Cllr. Baker reported the road surface on Stone Lane and Waterbelly Lane
Cllr. Sands suggested that donations of £50.00 be made to St. Mary’s Church and the Baptist Chapel, this was agreed unanimously.
Cllr. Brookes left the meeting @ approx. 8.45pm
41/21 Village Planters
The planters were discussed at length the possibility of a Nursery doing the planting, was discussed it was agreed that Cllr. Fitchett and Cllr. Allen visit Rainbow nursery and see what is available regarding planting, watering etc.
42/21 Matters for Inclusion in the June Agenda
No items were received.
43/21 To Review Standing Orders
The Clerk had issued the Standing Orders prior to the meeting for members to read, following discussion it was proposed by Cllr. Thorpe seconded by Cllr. Ingham That the following be added
That all Cllr’s attend training as soon as possible following election and attend refresher training following re-election.
Councillors complete the Inspection Rota, and bring the book to the next meeting, or if not attending the meeting to pass the book next on the Rota.
