MINUTES OF SUTTERTON PARISH COUNCIL MEETING HELD IN THE COMMUNITY LOUNGE ON WEDNESDAY OCTOBER 2ND 2019 AT 7.00PM

163/19 Chairman’s Comments
The Chairman opened the meeting by thanking all who had been involved in the successful Best Kept Village campaign.
164/19 Apologies for Absence and the reasons given
Apologies were received from Cllr. Watts and Cllr. Brookes (LCC)
165/19 Receipt of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests
None were received.
166/19 Notes of the last meeting held on September 4th to be approved as the minutes
In the item regarding the Most Pleasing Garden Competition it was agreed to add the names of the business’ that had sponsored the prizes.
In 157/19 the incident number refers to the work required in Waterbelly Lane.
It was proposed by Cllr. Baker seconded by Cllr. George that the minutes be signed.

The Police were not present, and members had no matters to raise.

170/19 Lincolnshire County Council Matters and Boston Borough - information from and for County and Borough Councillors
Cllr. Cooper reported that the recent Flood Risk Alert had passed with no damage.
171/19 Correspondence received which the Council are invited to resolve on
Cllr. Watts by email giving his apologies.
Clare Coulam by email regarding Speeding on Wigtoft Road, ducks getting run over, query on land ownership.
Action the Clerk to reply asking if Ms. Coulam is interesting in volunteering for the Speed Watch Team and clarification on the piece of land
Cllr. Davies – Recommendations for Highways 2020 contracts.
LCC - Temporary Road Closure from Station Road Roundabout to Washdike Road from 21/10/19 to 28/10/19.
LCC - the request for the footpath to be sided and the presence of nettles on Station Road.

Best Kept Villages & Small Towns Competition. Sutterton has won Class 2 The Clerk to confirm the address for the delivery of the certificate and the plaque.
172/19 Highway Matters
Cllr. George gave the reference numbers for Maidens Road 356064 and Stanley Drive 356065. Cllr George is also asking for the numbers on the Stone Lane sign to be transposed.
Cllr. George informed the meeting in reply to the query regarding ducks crossing the road that a Red Triangular sign is available.
Action the Clerk to request a sign
Cllr. George was asked to report potholes around the village roundabout and near the Chapel, and potholes in Waterbelly Lane and on the footpath behind the Beridge.

Application B/19/0314 Proposed Installation of Biomass Boiler and associated plant at the Mill Farm, Wigtoft Road, Sutterton PE20 2EL
The application was discussed, and no objections were raised.
B/19/0368 Erection of 2no. semi-detached dwellings (revised design and siting of plots 17 & 18 of B/16/0409 at Station Road, Sutterton PE20 2JH
The application was discussed, and no objections were raised.

176/19 Parish Matters
Cllr. Sands on the Inspection Rota reported that a bracket is broken on the guttering on the bus shelter.
Mr. Dent is to be asked to repair
The footpath to the War Memorial needs more gravel, and treatment for weeds.
The Contractor is to be asked to make sure it’s done before Remembrance Sunday
Cllr. Sands reported that the footpath sign near the Kissing Gate is damaged.
Action the Clerk to inform Footpaths at LCC
Cllr. Ingham has been asked about the Emergency plan. She asked, through the chairman if all members could be issued with a copy.
It has been pointed out that the Council were flying the Union Flag and not the Union Jack as was reported, it only becomes the Union Jack when flown on a ship.
Cllr. Greenslade asked who the football field belonged to - the Clerk replied it belongs to the Lincoln Diocesan Trust.

177/19 Playground Equipment
Following discussion, it was proposed by Cllr. Thorpe seconded by Cllr. Greenslade that the Council order option 1. The Clerk to contact the Representative and ask for a small change to be made.
Action The clerk to order the equipment
It was proposed that a letter drop be organised seeking donations towards the cost.
Following the receipt of the letter from Lincs. Housing Partnership (reference to September minutes).
The Clerk to order the bench suggested
The Chairman reminded that the planters need planting with the spring plants.
Mr & Mrs. Maltby are doing the one near the cemetery, Cllr. Fitchett and his wife the one’s near Endeavour Way, Cllr. Thorpe and her husband Boston Road, Mrs Emmett Spalding Road and Cllr. Sands and her husband Wigtoft Road.
178/19 Personnel Committee
The Personnel Committee have recently held a meeting it was agreed to monitor and meet again in November.
There being no further business the meeting closed at approx. 9.00pm the next meeting will be on Wednesday November 6th 2019.
