MINUTES OF ANNUAL SUTTERTON PARISH COUNCIL MEETING IN THE COMMUNITY LOUNGE
ON WEDNESDAY MAY 15TH 2019 AT 7.00PM

The meeting was opened by the outgoing Chairman.
70/19 To receive nominations for and to appoint a Chairman
Cllr. Baker proposed Cllr. Fitchett this was seconded by Cllr. Ingham and carried unanimously.
71/19 To receive nominations for and to appoint a Vice- Chairman
Cllr. Ingham proposed Cllr. Thorpe this was seconded by Cllr. George.

There were no members of the public.
73/19 Chairmans Report
There was no Chairman’s Report.
74/19 The Appointment of members
- Village Hall Committee - 2 representatives Cllr’s Baker and Ingham.
- Playing Field Committee - 2 representatives Cllr’s Watts and Baker.
- Highways Representative - Cllr. George.
- Emergency Plan - Cllr’s Greenslade, George and Sands.
- Most Pleasing Garden - Cllr’s Ingham and George.
- Sutterton Parochial Trust - 2 representatives Cllr’s Sands and Baker.
- Speed Indicator Device - Cllr Watts.
75/19 Receipt of Declarations in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests
None were received.
76/19 Notes of the last meeting held on April 3rd to be approved as the minutes
The Church toilets mentioned in 68/19 is in respect to the pay back team and contractors working on behalf of the Parish Council.
It was proposed by Cllr. Baker seconded by Cllr. George that the minutes be signed with one amendment made.
77/19 Police Matters
PC Thornton reported 5 incidents during the previous month.
12/04/19 An incident of fraud on Park Avenue.
12/04/19 A public order incident - a threat to one of assault.
15/04/19 The theft of diesel from Waterbelly Lane.
21/04/19 Criminal damage on Park Avenue.
07/05/19 Burglary on Marsh Road.
PC Thornton left the meeting at 7.25pm

No members of the public were present.
79/19 Reports from the minutes of the previous meeting and report from the Clerk of issues arising since the last meeting
80/19 Lincolnshire County Council Matters and Boston Borough – information from and for County and Borough Councillors
There were no matters from or for the Councillors.
81/19 Correspondence received which the Council are invited to resolve on.
The Community Cleaner will be on holiday from May 12th for 10 days, the holiday relief is away until May 17th when he will cover for the Community Cleaner.
Merchant Navy fund – request to raise the Red Ensign on Merchant Navy day – September 3rd.
Community Lincs – Insurance Services. With effect from 01/04/2019 the insurance will be handled directly by Zurich Insurance.
NS & I - Faster cheque clearing.
Barclays Bank - confirmation of Mandate Change Request.
Ms. Redhead - email enquiry regarding grass cutting on Wigtoft Rd.
Action - The Clerk replied that the Council is not responsible for grass cutting on Wigtoft Road
BSE & South - Highways response to Ms. Redhead
LCC Road Closure Extension to Road Closure times at A16/A17 Roundabout to 17/04/2019
LCC – Temporary Road Closure Sutterton/Kirton 17/06/2019 to 21/06/2019 for work by Anglian Water.
David Matthews copy of letter to Planning at BBC regarding Application B/19/0145 .
Michael Sullivan – Blows Lane /Wigtoft Road Junction request permission to advertise on the grass verge.
Action Permission would come from granted by LCC Highways, but advertising on the grass verge is not usually allowed. The Clerk to contact Mr. Sullivan and suggest that he advertises in the Notice Board
82/19 Highway Matters
Cllr. George has now taken over on Highway Matters.
83/19 Speed Detection Data and the Community Speed Watch
The Speed Watch Coordinator called prior to the start of the meeting and asked the Clerk to copy the sheets that needs to be completed when the Speed Watch team is in operation. Cllr. Thorpe suggested that the Speed Indicator Device could be hired out.
The Clerk reported that this has been tried in a few areas but hadn’t proved to be a success.
84/19 Planning
B/19/0145 Proposed installation of external lighting within the compound of the site to replace existing unauthorised lighting installation at Intercounty Truck and Van Ltd, Station Road, Sutterton PE20 2LF
Sutterton Parish Council discussed the above application and has no objections, this was a unanimous decision.

86/19 The Annual Governance Statement
Tt was agreed that the Chairman sign the Annual Governance Statement.
87/19 The Annual accounts were discussed and agreed
88/19 Parish Matters
- Inspection Rota for Cemetery and play equipment
Cllr. Sands on the Rota for April reported that the Old part of the Cemetery required cutting.
- Matters to Report
Cllr. Ingham reported streetlight No 5. Blows Lane & No. 5 Green Lane flickering.
Action the Clerk to pass on the information on
Cllr. Greenslade asked about the proposed plans to build on Casswell’s Land on Station Road.
The Clerk replied that until plans are lodged with the Borough comments can’t be made
Cllr. Greenslade also asked if there are any developments on planning on the Old Printers site.
The Clerk to contact Planning at the Borough
Cllr. Greenslade also commented on the problems of traffic continuing to turn right from the Post Office.
Cllr. Senneck reported that the sandbags are still at the top of Waterbelly Lane left
- The Village planters all have been prepared for the Thistles to plant up which is expected to be this week. The locations of the new planters (sponsored by Jakemans) have been confirmed by the PCC as outside the church and under the weather-vane.
- The Village Hall Lease
The Clerk is expecting to receive a copy of the lease any time now.
- Flagpole
The Clerk has been in further contact with the WI for clarification, the Council have been asked to take over the responsibility of the Flagpole
It was resolved that Sutterton Parish Council will take over the responsibility for the Flagpole
Action the Clerk to order the Flagpole
- Social Media Policy & Communications Policy
The Clerk distributed copies of the Communications Policy and the proposed Social Media Policy to allow Councillors the opportunity to review prior to adoption at the June meeting.
The Standing Orders and Code of conduct will be reviewed at the June Meeting.
It was proposed by Cllr. Baker and seconded by Cllr. George that the meeting goes into Closed Session
89/19 Closed Session
Members were made aware of a problem with the grass cutting contractor.
There being no further business the meeting closed at approx. 9.20pm. The next meeting will be on June 5th 2019 at 7.00pm in the Community Lounge.
