MINUTES OF SUTTERTON PARISH COUNCIL MEETING IN THE COMMUNITY LOUNGE ON WEDNESDAY APRIL 3RD 2019

53/19 Public Forum

Discussions took place on traffic on Waterbelly Lane, planning at 67, Park Avenue, the Speed Watch Team are expecting to be in operation shortly, the planning application north of Spalding Road was also discussed.

 

54/19 Chairman’s Comments

Cllr. Saunby  “it has been an honour to be Chairman of Sutterton Parish Council, I would like to thank all Councillors for their work and support over the years, I am not standing at the Parish Council Elections on May 2nd, special thanks go to Wendy for the good working relationship we have had, we must have had hundreds of telephone calls between us these last few years.  I shall certainly miss them.  I would like to wish everyone all the best at the forthcoming Election.”

 

55/19 Apologies for absence and the reasons given

None were received.

 

56/19 Receipt of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members disclosable pecuniary interests

Cllr. Ingham declared an interest in item 65/19 Planning application B/19/0089.

 

57/19 Notes of the last meeting held on March 6th 2019 to be approved as the minutes

It was proposed by Cllr. Baker seconded by Cllr. Ingham that the minutes be signed with one amendment made.

 

58/19 Police Matters

The Police sent apologies to the meeting and reported one crime on March 9th 2019 - assault at a meeting on Spalding Road.

 

59/19 Viewpoints on questions from members of the public

The points were answered in the public forum, signs are in place on Waterbelly Lane regarding HGV’s, 67 Park Avenue has the required Planning Permission.

 

60/19 Reports from the previous meeting and report from the Clerk of issues arising since the last meeting

During the month travellers were reported to the Police at Reed Point.

 

61/19 Lincolnshire County Council Matters and Boston Borough – information from and for County and Borough Councillors

Cllr. Brookes reported that LHP and Highways are talking to each other regarding the possibilities for solving the problem of parking outside 25-30 Park Avenue.

Sutterton Parochial Charity Trust Suggesting that Gordon Simpson be nominated by Sutterton Parish Council.

Action this was proposed by Cllr. Thorpe seconded by Cllr. Sands - The Clerk to inform the Sutterton Parochial Trust

 

63/19 Highway Matters

Cllr. Blackman has reported the Waterbelly Lane and Rainwalls Lane signs.

 

64/19 Speed Detection Data/Community Speed Watch

The latest details from the SID Speed Detection Data are not available.  The Community Speed Watch team are awaiting the final training.

 

65/19 Planning

B/19/011 Residential development consisting of 9 dwellings (eight bungalows and one house) and access road at Land to the rear of Yew Lodge, Wigtoft Road, Sutterton, PE20 2EE

Sutterton Parish Council discussed the above application and has no comments with reservations.

 

B/19/0089 Approval of reserved matters (appearance, landscaping, layout and scale) following outline approval B/17/0359 for residential development (up to 5 dwellings) at land between Jesmond and Fenbank, Land North of Spalding Road, Sutterton PE20 2ET

Sutterton Parish Council discussed the above application and has no comments with reservations.

 

66/19 Accounts for payment as per payment sheet 12 of 12 dated March 2019

It was proposed by Cllr. Baker seconded by Cllr. George that the payments be made.

 

67/19 Parish Matters

Cllr. Thorpe on the rota had nothing to report.

Cllr. George reported a pot-hole outside 7, Stone Lane.

Cllr. Blackman reported that she had contacted the Vets regarding parking for the litter pick, she would be unable to attend but had made sure the Community litter picker had the items that had been used previously.

It was suggested that the toilet at the church could be used by the pay-back team

69/19 Closed Session

It was proposed by Cllr. Saunby seconded by Cllr. Baker to go into closed session.

It was proposed by Cllr. George seconded by Cllr. Saunby that the Community Cleaners pay be increased to £8.75 per hour.

 

There being no further business the meeting closed at approx. 8.30pm.

 

The next meeting will be on Wednesday May 15th 2019 at 7.00pm in the Community Lounge.
