MINUTES OF SUTTERTON PARISH COUNCIL MEETING HELD IN THE COMMUNITY LOUNGE ON
WEDNESDAY AUGUST 7TH, 2019 AT 7.00PM

133/19 Public Forum
Members of the public raised their concerns and objections to Planning Application B/19/0228, comments were made regarding the suitability of the site for bungalows that are designed with wheelchair access. The sewage and surface water problems were repeated, with manholes being lifted in heavy storms and sewage running into gardens. A member of the public not able to attend the meeting has forwarded his comments to the Clerk.
Points were raised regarding parking on Boston Road, the pavement has been damaged, the Police have been contacted and have suggested that the Parish Council get involved in trying to improve the situation.
134/19 Chairman’s Comments
9 members of the public left the meeting.
135/19 Apologies for absence and the reasons given.
Apologies were received from Cllr. Senneck who has work commitments.
136/19 Receipts of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests.
Cllr. Ingham declared an interest in 144/19 item B/19/0089.
137/19 Notes of the last meeting held on July 3rd, 2019 to be approved as the minutes
Cllr Sands asked for clarification on the bungalow in Blows Lane.
Cllr. Greenslade was not happy with the Clerk’s interpretation of 131/19 & 132/19.
It was proposed by Cllr. Baker seconded by Cllr. George that the minutes be signed.
138/19 Police Matters
Nothing has been received from the Police.
139/19 Viewpoints on questions from the Public
Sutterton Parish Council will support the members of the public who attended the meeting and object against the Planning Application B/19/0228, repeating their objections to the first application.
3 further members of the public arrived regarding the parking on Boston Road, it was suggested that double white lines could be installed. Cllr. Brookes to talk to the Highways Manager regarding the possibilities, the Clerk to contact LRSP to see what options could be available.

140/19 Reports from the Minutes of the previous meeting and report from the Clerk of issues arising since the last meeting
The Clerk to write to the Women’s Institute regarding the flagpole which has now been erected and is flying the Union Jack.
Action the Clerk to write to Sutterton Women’s Institute
141/19 Lincolnshire County Council Matters and Boston Borough – information from and for County and Borough Councillors
Cllr. Cooper responded that little was coming from BBC due to the holiday season.
Cllr. Brookes reported that he has been informed from Highways that the shrubbery on Station Road is due to be cut back in September.
142/19 Correspondence received
By email a resident asking about the Speed Watch Schemes.
Action the Clerk to reply with details and to contact the Speed Watch Co-ordinator
By email request to enter the Cemetery to trim overhanging trees.
Action Permission given but asked for contractors to respect that the Cemetery cannot be entered if a funeral is imminent.

143/19 Highway Matters
Cllr. George has reported damage to the road outside 23 Maidens Road.
Waterbelly Lane has been patch filled and this is the plan of action for the road.
Cllr. Greenslade asked about a halt sign at the One-Way Street/Station Road Junction, the matter was discussed, but a positive action would be to write to the Highways to ask for their opinion.
Action the Clerk to write to Highways asking for their opinion
Community Speed Watch
It was reported to the meeting that the Speed Watch Team had been present on Station Road
recently.
Action the Clerk to email the Speed Watch Co-ordinator
144/19 Planning
B/19/0228 Development of 4 no. semi-detached bungalows at Malc Firth Nurseries Ltd. Blows Lane, Sutterton, PE20 2EJ
The Council discussed the matter and have taken the public objections to mind, repeating the objections to application B/17/028
Action the Clerk to check if any additional conditions were agreed and to send the observations on
Application B/19/228 to Planning at BBC
B/19/0300 Single Storey side extension at Sutterton Veterinary Hospital, Station Road, Sutterton,
PE20 2LF
Sutterton Parish Council discussed the application and has no objections
B/19/0089/CDI Land with access between /to the North of Jesmond and Fenbank, Spalding Road, Sutterton, PE20 2ET
Cllr. Ingham declared an interest.
Sutterton Parish Council has no objections to the conditions being discharged.
145/19 Village Planters
Members of the Council were surprised to see the planters in place, The Chairman replied that the planters had been put in place by Thistles.
Cllr. Greenslade proposed that a letter of thanks be sent to Jakemans for the planters that are now in position on Station Road.
Action the Clerk to write to The Manager at Jakemans
The Chairman decided to rearrange the remainder of the Agenda.
Cllr’s Brookes and Cooper left the meeting at approx. 8.30pm.
146/19 Parish Matters
Cllr. Thorpe on the Inspection Rota remarked that the water butt was almost empty but with the help of her husband it was now full.
Cllr. Ingham reported rubbish under the seat at the top of Park Avenue.
Action Cllr. Fitchett is intending to strim it at the earliest opportunity
Cllr. Ingham also reported that the Open Reach box at the top of the Park is still in need of repair.
Action Cllr. Thorpe has heard that all boxes are waiting to be updated
Cllr. Ingham – the replacement bench in the Park.
Cllr. Greenslade asked about the additional bins, and would it be possible for Park Avenue to be one way.
Cllr. Baker repeated his concerns regarding the repairs to Waterbelly Lane.
Cllr. Thorpe reported that the bike rack is not suitable for today’s bikes.
Action the Clerk to research a new bike rack

147/19 To go into closed session
The Chairman reported that at recent training he had been made aware that Sutterton Parish Council should have a Personnel Committee, it was agreed that this would be Cllr. Fitchett, Cllr. Sands and Cllr. Greenslade (following advice received Cllr. Fitchett was replaced by Cllr. Thorpe).
The Clerk left the room whilst discussions took place regarding her request for additional hours.
There being no further business the meeting closed at approx. 9.55pm.
The next meeting will be on Wednesday September 4th, 2019 which will start with the presentations for the Most Pleasing Garden at 6.45pm.
