MINUTES OF SUTTERTON PARISH COUNCIL MEETING HELD IN THE COMMUNITY LOUNGE ON
WEDNESDAY SEPTEMBER 4TH, 2019 AT 6.45PM

Most Pleasing Garden Competition.
The Chairman welcomed the winners to the meeting, the standard was again very high, he introduced Cllr’s George and Ingham, the Councillors on the Most Pleasing Garden Committee who then presented the prizes to the winners.

The Chairman then opened the Public Forum
148/19 Public Forum
A resident from Churchgate thanked the Council for the grass cutting in the village.
The Speed Watch team are looking for volunteers.
149/19 Chairman’s Comments
The Chairman thanked Glenis & John Maltby for the litter picking, he also asked if there were any volunteers interested in watering the planters.
150/19 Receipt of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members pecuniary interests
None were received
151/19 Notes of the last meeting held on August 7th to be approved as the minutes
137/19 Bungalow changed to dropped kerb.
144/19 A sentence to be deleted.
146/19 Electric box be changed to Open Reach.
It was proposed by Cllr. Baker and seconded by Cllr. George that the minutes be approved.
152/19 Police Matters
There were no matters for the Police.
153/19 Viewpoints on questions from the public
The questions have been answered.
154/19 Reports from the minutes of the previous meeting and report from the Clerk of issues arising since the last meeting
The clerk had already updated the council by email.
155/19 Lincolnshire County Council Matters and Boston Borough – information from and for County and Borough Councillors
Cllr. Brookes reported Highways had replied that a stop sign for the One Way Street and Station Road junction does not meet the criteria.
Parking issues on Boston Road are ongoing.
The bushes at the entrance to Endeavour Park have been trimmed.
156/19 Correspondence received which the Council are invited to resolve on
Sutterton Parochial Charity Trust (Cllr. Sands left the room). Cllr. Sands needs to be re-nominated to represent the Council
Action It was proposed by Cllr. Thorpe seconded by Cllr. Baker that Cllr. Sands continue

Valuation Office – The Cemetery is to be revalued
Action the Clerk to supply the required information

BBC – estimated Parish Recharges for Contested Elections - May 2019
Sutterton WI contribution towards replacement Flagpole
BBC - Predicted cost of the recent election now payable by the Parish
157/19 Highway Matters
Cllr. George issued the incident no. 4130542 refers to the work required in Waterbelly Lane. Potholes have been filled in Stone Lane, Maidens Road, Station Road & Boston Road.
158/19 Speed Watch Data
Cllr. Watts continues to have problems downloading the data.
Action Clerk to provide Cllr. Watts with the Contact details of Will Cookson from Unipart Dorman
Community Speed Watch
This item was discussed in the public forum, the co-ordinator explained that they need more volunteers and asked if any members of the Council would be prepared to volunteer. Training is available.

B/19/0311 Prior notification for the erection of a straw and general purpose shed at Freedom Farm, Marsh Lane, Algarkirk, PE20 2AY
The Council discussed the application and has no objections.

161/19 Parish Matters
Cllr. Ingham on the inspection rota, the zip wire had been stuck for a short time but had been repaired.
Cllr. George reported that the footpath on Station Road needs siding and has lots of nettles.
Action the Clerk to contact Highways
Cllr. Greenslade forwarded a letter from Lincs. Housing Partnership regarding contribution to replacing a damaged bench in the Park.
Action the Clerk to contact Mr. Plummer
Cllr. Thorpe reported the trees on Station Road that had been trimmed but needed to have their crowns trimmed.
