MINUTES OF SUTTERTON PARISH COUNCIL MEETING HELD IN THE COMMUNITY LOUNGE

90/19 Public Forum

A member of the public congratulated the new members to the Council, he asked about the Councils proposed strategy for welcoming newcomers which will come at a later date.

It would appear there has been a misunderstanding regarding the planters in the village.

The speed check team are now operating and have sufficient members to allow them to operate in the daytime, questions were also raised regarding the ownership of the track to the allotments.

 

91/19 Chairman’s Comments

The Chairman thanked the community cleaner and her husband for keeping the village nice and tidy.   Thistles have planted up the planters but are unable to water them.

 

92/19 Apologies

Apologies were received from Cllr. Thorpe.

 

93/19 Receipt of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members disclosable pecuniary interests

None were received.

 

94/19 Notes of the last meeting held on May 15th 2019 to be approved as the minutes

It was proposed by Cllr. Baker seconded by Cllr. George that the minutes be signed.

 

95/19 Police Matters

PC Thornton reported no incidents during the last month.

Cllr. Baker reported speeding on Station Road.

Cllr. Greenslade reported the children playing around Maidens Road showing no respect.

 

96/19 Viewpoints on questions from the public.

The member of the public asked about the council’s strategy regarding a proposed addition development that could take place, they were advised to provide suggestions to the Council.

 

97/19 Reports from the Minutes

The Clerk had arranged for the grass to be cut by a local contractor and reminded the Council that the grass tender would again be discussed at the January meeting.

 

98/19 Lincolnshire County Council Matters and Boston Borough – information from and for the County and Borough Councillors.

Cllr. Brookes reported that the advertising boards at the roundabout are on Highway land and LCC have written to the business requesting they remove them. If they don’t comply Highways will remove them and charge.

Parking in front of the bungalows in Park Avenue. Highways have proposed that a new footpath link will be installed at Lincs Housing Partnership (LHP) expense and once installed highways will maintain it. They are sending a quote for this work to LHP and waiting for their agreement. The bollards will have to be removed as they are not legal or to highways specification.

Cllr. Cooper had nothing to report (BBC) as retraining is taking place.

99/19 Highway Matters

The hedge from St. Mary’s Drive has been reported.

Action the Clerk to inform Highways

An overhanging hedge was reported in Kit Kat Lane.

Action the Clerk to investigate

Cllr. Greenslade asked if an arrow could be painted on the road to indicate to those leaving the Post Office that the road was a one-way street.

 

 100/19 Speed Detection Data

Cllr. Watts reported that the Speed Indicator was now charged, but he was having a problem with downloading the data, but he hoped that this will be resolved shortly.

 

101/19 Planning

There were no planning matters.

 

102/19 Village Planters

Cllr. Ingham has been in contact with Mr. Bradshaw from Jakeman’s they will provide 2 planters 1.5m x .5m x .5m, after discussion it was resolved to request permission from Highways to put them at the top of Endeavour Park.

104/19 Parish Matters

Cllr. Ingham on the Rota had nothing to report, the water butt had been topped up. Everything is fine but the play equipment requires painting.

Action the Clerk to remind the painter

Cllr. George reported that the Barometer requires repair.

Action the Clerk to make inquiries

 

105/19 Communications and the Social Media Policies

It was resolved that both policies would be adopted by Sutterton Parish Council.

 

106/19 Matters for inclusion in the July Agenda

The Standing orders and Code of Conduct distributed during the June meeting to be adopted.

 

107/19 Playground equipment

Continues to be an ongoing project.

 

108/19 Lease for Village Hall

The Lease has been received but due to Cllr. Thorpe (Vice- Chairman) not being present will be signed at the July Meeting.

 

109/19 Flagpole

The Clerk has been in contact with the suppliers and the flagpole has been ordered.

 

110/19 Grass Cutting

The grass cutting was discussed, the contractor had encountered a few problems but had managed to provide an emergency cut within a few days, it was not perfect but due to the length of the grass, it is hoped it will improve.

 

There being no further business the meeting closed at approx. 8.55pm.

 

The next meeting will be on July 3rd 2019 at 7.00pm in the Community Lounge.
