MINUTES OF SUTTERTON PARISH COUNCIL MEETING HELD IN THE COMMUNITY LOUNGE ON WEDNESDAY NOVEMBER 6TH, 2019 AT 7.00PM

178/19 Public forum
Problems regarding parking on the pavement in Blows Lane were raised, it is impossible to get to the dog waste bin, it is very difficult for a sight visually impaired person who lives locally.
179/19 Chairman’s comments
Cllr. Fitchett reminded members of the Remembrance services on Sunday; the Chairman has also received a request from the PCC asking for help with a celebration to mark 75 years since the D Day.
180/19 Apologies for absence and the reasons given
Apologies were received from Cllr. George and the reason accepted.
181/19 Receipt of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensation in relation to members disclosable pecuniary interests.
A declaration was received from Cllr. Ingham regarding item 190/19 Planning Ref B/19/0383.

182/19 Notes of the last meeting held on October 2nd, 2019 to be agreed as the minutes.
It was proposed by Cllr. Baker, seconded by Cllr. Ingham that the minutes be signed with no amendments.
183/19 Police matters
The Police were not present, but a conversation had taken place between Cllr Brookes and PC Thornton, regarding parking on the grass verge on Boston Road, PC Thornton has done trials and visibility is not a problem.
184/19 Viewpoints on questions from the public
Cllr. Brookes informed that the item is a Police matter.
Action the Clerk to contact the Police
185/19 Reports from the minutes of the last meeting and report from the Clerk of issues arising since the last meeting.
The Clerk reported that the work on the footpath to the War Memorial was being done today (06/11/2019).
Cllr. Sands reported that the footpath sign on Post Office Lane has not been repaired.
Action the Clerk to contact Footpaths at LCC
186/19 Lincolnshire County Council Matters and Boston Borough – information from and for County and Borough Councillors.
At a recent meeting of Algarkirk Parish Council, the matter of a crossing at the new service station was raised for pedestrian use, this has been raised with Highways, planning has responded that the object is not to encourage high volumes of walkers. This will be considered as part of the Stage 3 Safety Audit after the site has been operational for a suitable amount of time.
187/19 Correspondence
Nigel Hall (BBC) Property Services Office, regarding replacement repair of streetlights and repair of 2 columns at a cost of £750.00 plus VAT.
The Clerk to respond and ask Mr. Hall what the price reduction for the LED lantern will be
Samantha Twaites re Speeding concerns Station Road.
The Clerk has responded giving the details of the Speed Watch Co-ordinator
Highways at LCC Reference Number for dropping of kerbs at Rainwalls Lane and Rosegar Avenue.
Donation towards the Playground equipment.
Planning at BBC – Application reference B/19/0228 - unfavourable decision.
Lorraine Bush – Parish Liaison meeting on 28/11/2019 at the Borough Offices (2 places per parish).
Park Avenue Residents Association – regarding parking in Park Avenue around school times.
Cllr. Brookes to forward Highways response
Park Avenue Residents (names supplied, but withheld) regarding Anti Social Behaviour – the Police have attended many times.
Best kept village competition – the Certificate and plaque have been received.
The Clerk to ask Mr. Mossman if he could put the plaque on the Barometer wall, and to purchase a frame for the certificate
188/19 Highway Matters
Cllr. George was not present at the meeting. Cllr Thorpe reported that the potholes around the roundabout in the centre of the village have still not been filled, and that work has not been done on Waterbelly Lane.
189/19 Speed Detection Data.
Cllr. Watts reported that he is still prepared to charge the devise and move it around the village, but was unable to access the data, he asked Cllr. Senneck if he could access the data.
190/19 Planning
B/19/0417 Single storey rear extension following demolition of existing kitchen and conservatory at 2, Fishmere End Road, Sutterton PE20 2HX.
Sutterton Parish Council discussed the application and has no objections.
B/19/0383 Residential development of 256 no. two, three and four bed, 2 storey dwellings with associated access and infrastructure at Land at Station Road/Spalding Road, Sutterton PE20 2EU
Sutterton Parish Council has discussed the above application and have raised the following points.
The increase in pupils crossing the road would strengthen the request for a crossing on Station Road and a Construction Management plan would make the Council aware of how the development will go forward.
Cllrs. Cooper and Brookes left the meeting at approx. 8.35pm.

192/19 Parish Matters
Cllr. Senneck on the Inspection Rota, the matting under some of the existing playground equipment is separating and he suggests that before the equipment is painted in the future it should be sand blasted.
Cllr. Senneck has proposed an alternative for inside the bus shelter, he is to arrange for a quote to be issued with his suggestions.
Matters for Report
Cllr. Greenslade asked about the park bench.
Action the Clerk replied she is waiting for confirmation regarding the delivery date
Cllr. Sands asked if a footpath could be used as a bridleway.
Action the legalities to be looked at
An additional 2 bike rack to be purchased for near the bus shelter.
Action the Clerk to order the rack
193/19 Social Media
Cllr. Watts will take the responsibility for the Parish Council’s face book page, all items to be passed by the Clerk before being posted.
It was resolved that Cllr. Watts would host the page
194/19 Sutterton Parish Council Emergency plan
Concern has been raised because only those on the Emergency Committee are aware of the plan’s
content.
The chairman addressed the meeting by confirming that Sutterton Parish Council has held a trial at the October and November Meeting when members and the public had remained in the kitchen area until 6.50pm allowing the Clerk to prepare for the meeting, the trial had proved successful and would continue.
The Clerk reminded Councillors that the January meeting would be on January 8th 2020.
