MINUTES OF SUTTERTON PARISH COUNCIL MEETING HELD IN THE COMMUNITY LOUNGE ON

18/19 Public Forum
Discussions took place on speeding in the village, complaints were received regarding the diversion being taken because of the nightime closure of the A17.
Litter was discussed and dog owners who are not poop scooping.
19/19 Apologies for Absence and the reasons given
Apologies were received from Cllr. Blackman
20/19 Receipt of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests
None were received.
21/19 Notes of the meeting held on January 9th to be approved as the minutes
It was proposed by Cllr. Baker seconded by Cllr. George that with the amendment in 08/19 the BBC increase will be 2.98% and LCC will be 2.95% with 2% for Adult Social Care.
22/19 Police Matters
Discussed when PC Thornton arrived at 8.20pm, speeding and the diversion vehicles are using at night when the A17 is closed. PC Thornton explained that whatever the agreed diversion is people will always use the route they consider to be most appropriate.
PC Thornton reported the following incidents incidents in the last month: -
- 13/01/2019 Fraud and Forgery - Pay Pal account hacked.
- 26/01/2019 Hare Coursing - 5 males arrested with 3 dogs seized, let off.
- Theft of £20.00 petrol from the BP Garage
23/19 Viewpoints on questions from members of the public.
Dog poo problems can be notified to the borough, signs are available.
24/19 Reports from the minutes of the previous meeting and report from the Clerk of issues arising since the last meeting.
25/19 Lincolnshire County Council Matters and Boston Borough – information from and for County and Borough Councillors
Cllr. Brookes updated on the parking problems outside no’s 25-30 Park Avenue. Highways are in consultation with Lincs. Housing Partnership.
Cllr. Brookes reported that LCC are working on the paperwork to enable Parish Councils to request street lights be changed to LED they can then be returned to being on all night. It will require all lights in the street/road to be converted. The costs will have to be born by the Parish Council.
26/19 Correspondence received which the Council are invited to resolve on
LCC - Traffic restrictions on the A16/A17 to 01/03/2019
BBC - Register of Electors update 28/02/2019
Mr, Mrs & Ms Edwards - raising concerns regarding the planning application for industrial units at Reed Point. The Council have already submitted their objections to the application.
BSE & E South - Parish Agreement 2019/20.
Action the Clerk to complete and return
Sutterton PCC - updating on the maintenance work in and around St. Mary’s Church.
Action the Clerk to ask for clarification on the Insurance situation
Chattertons - Lease of the Recreational Field
Action the Lease signed by the Chairman and Vice -Chairman, the Clerk has returned the Lease
CPRE - Best Kept Village Comp. initial invitation.
Savills - The Lincoln Diocesan Trust and Board of Finance – Rent review for Glebe field it will now be £644.13 per annum,
Boston Alternative Energy Facility newsletter.
Sutterton PCC – clarification on the winding of the church clock.
It was proposed by Cllr. Sands seconded by Cllr. Thorpe that the Parish Council will match the PCC’s payment. The Clerk to reply explaining the Council’s position
St. Mary’s Church, Sutterton Flower Festival.
Action it was proposed by Cllr.Thorpe seconded by Cllr. Sands that a donation of £50.00 be made
Thistles Nursery – thank you for donation regarding the wasps nest.
27/19 Highway matters
Cllr. Blackman submitted an update.

B/19/0009 Application under s.73 for the removal of condition 2 (Agricultural Habitation Clause) of planning permission B/18/0713/91 (Application for the construction of one dwelling in connection with agriculture) at Spring Lodge, Rainwalls Lane, Sutterton, PE20 2HY
Sutterton Parish Council discussed the above application and has no objection providing the guideline on the removal of Agricultural Habitation has been adhered to.
B/19/0015 Application for prior notification for the erection of a general-purpose agricultural storage building for the accommodation of livestock at 3 Grange Farm, Dowdyke Road, Sutterton PE20 2LY
Sutterton Parish Council discussed the above application and has no objection.
Borough and County Councillors’ left the meeting.
30/19 Accounts for payment as per payment sheet 10 of 12 dated January 2019
It was proposed by Cllr. Baker seconded by Cllr. George that the payments be made.
31/19 Parish Matters
Cllr. George reported that the zip wire has again had a knot in its thoughts are that the chain is too long.
Cllr. George also reported that when driving on Waterbelly Lane the lights from the Mercedes Benz workshop are blinding.
Cllr. Ingham reported that the grit bin at the top of Love Lane needs filling up, and is it possible to have the bin that was outside the school gates replaced.
A request is also to be submitted for a replacement bin at Monarchs Road and for a bin at the Reed Point Junction.
Cllr. Ingham reported a lorry unit parked outside no. 65.
Action the Clerk to contact Mark Plummer at LHP
Cllr.Fitchett reported concerns regarding Planning Regulation at 67 Park Avenue.
Action the Clerk to contact Planning
Cllr. Greenslade reported rubbish and a pot-hole at the filling Station.

32/19 Policy on Equal Opportunities
It was proposed by Cllr. Thorpe seconded by Cllr. Sands that Sutterton Parish Council adopt the Policy.
