34/19 Public Forum
Discussions took place regarding traffic using Dowdyke Road, Waterbelly Lane and Broad Lane as a means of avoiding the A16/A17 Roundabout. There is also still a diesel spill at the Waterbelly Lane/A17 junction.
35/19 Apologies for Absence and the reasons given
Apologies were received from Cllr. Brookes (LCC).
36/19 Receipts of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensation s in relation to members disclosable pecuniary interests
None were received.
37/19 Notes of the last meeting held on February 6th 2019 to be approved as the minutes.
It was proposed by Cllr. Baker seconded by Cllr. George with one amendment made - the lorry outside 65 Park Avenue was reported by Cllr. Ingham.
38/19 Police Matters
PC Thornton reported 2 incidents in the last month.
10/02/19 Hare Coursing in Rainwalls Lane offenders not caught.
27/02/19 Criminal damage to plants in an incidence with a car on Wigtoft Road.
Cllr. Baker asked about roadside parking in a 40mph zone.
Cllr. George reported off road bikes using Stone Lane, PC Thornton replied that the Police have to witness the offence taking place.
PC Thornton asked if the Waterbelly Lane area had considered a one-way system.

Cllr. Cooper reported that the SELLP will be adopted on Friday.
41/19 Reports from the Minutes of the previous meeting and report from the Clerk of issued arising since the last meeting
Response from Mark Plummer regarding the lorry outside no. 65 Park Avenue – the house is not an LHP property.

Anonymous Letter - the Chairman agrees that anonymous letters are not responded on or to
Sutterton WI – The Women’s Institute are prepared to arrange for the removal of the old flag pole and a replacement one and are willing to contribute £250.00 to the cost.
Action it was proposed by Cllr. Sands seconded by Cllr. Thorpe that the Parish Council contribute the remaining £231, The Clerk to confirm if the price includes delivery
Jason Smith - Parish Map regarding the lack of a parish map on the website, Cllr. Cooper remarked that a map is available to purchase from Ordnance Survey.
LCC - Temporary Road Closure B1397 Sutterton Way to Station Road 08/04/19 to 19/04/19.

Lorraine Bush – reminding Councillors that the earliest date for submission of nomination papers is March 25th.
Sutterton Parochial Charity Trust - re-nomination of John White and enquiring as to whether the Council has a name to put forward to replace Graham Truman who has resigned.
Action - Clerk to reply asking if The PCT has any names in mind
LCC Highways Temporary traffic Restriction Amendment – the restriction on the A16 /A17 roundabout extended to 15/04/19.
Community Lincs -The Insurance is now to be handed directly by Zurich Insurance plc.
Lorraine Bush – packs for the election to be distributed from March 4th.
Sutterton PCC – regarding the PCC’s Public Liability cover.
Sutterton PCC – Mr. Ansell’s postal address.
Ms. Edwards regarding planning application B/18/0530.
Name supplied - resident complaint regarding parking on Boston Road/Monarchs Road area – the comments were noted.
Community Lincs Insurance Services – changes to insurance services.

Cllr. Blackman has reported the light on the triangle sign near the railings.
44/19 Speed Detection Data
Cllr. Blackman has issued the latest report.
45/19 Community Speed Watch
(Discussed earlier in the meeting)
A member of the public raised concerns that all the equipment is not available for the Community Speed Watch volunteers, Wayne Goodwin introduced himself and explained that there has been a lack of communication, the booklet that the Clerk requires has not been forwarded to her, but that sites need to be agreed before any speed checks can take place.
Action - Clerk to meet with the Coordinator to suggest sites
Wayne Goodwin left the meeting at approx. 7.50pm
46/19 Planning
Application No. B/19/0055 Single Storey rear extension following demolition of existing conservatory and render existing facing brick at 2 Bridge Foot, Marsh Road, Sutterton, PE20 2LR
Sutterton Parish Council has no objections to the application.
Application No. B/19/0059 Retention of various minor external alterations to existing restaurant at Former Little Chef, Sutterton Roundabout PE20 2LG
Sutterton Parish Council has no objections to the application.
47/19 Accounts for Payment sheet 11 of 12 dated February 2019
It was proposed by Cllr. Baker seconded by Cllr. Ingham that the payments be made.
Cllr. Cooper left the meeting at 8.50pm.
48/19 Parish Matters
Cllr. Blackman on the Inspection Rota had nothing to report.
Cllr. Baker reported that the grip near the village sign close to the cemetery needs attention.
Action - matter to be referred to highways
Cllr. Greenslade had nothing to report but asked about the bins that had been requested.
The Clerk reminded that the Borough are carrying out a street furniture audit and no more bins would be supplied until this was concluded
Cllr. Greenslade also asked about dogs in the Recreational Field.
Action - Clerk to supply signs regarding cleaning up after dog fouling but this doesn’t appear to be a problem in playground
49/19 Village Planters
Cllr. Saunby reported on a meeting with Liz from the Thistles Nursery regarding the planters, the one on Boston Road, has been repaired. The Thistles will take over the responsibility from May.
Volunteers are doing the planter on Station Road, Cllr’s Thorpe and Sands are doing the Boston Road one, Cllr’s Saunby and Blackman are doing the Wigtoft Road one with Cllr’s Ingham and George doing the Spalding Road one.
50/19 Playground equipment
Cllr. Blackman (who has teenage children) was asked to take the catalogues home and ask her sons for advice.
51/19 Forthcoming Election
The Clerk handed out the nomination packs.

The Village Hall Committee Lease.
