MINUTES OF SUTTERTON PARISH COUNCIL MEETING HELD IN THE COMMUNITY LOUNGE ON WEDNESDAY DECEMBER 4TH 2019 AT 7.00PM

194/19 Public forum
The art work in the bus shelter is in need of rplacing. The Council were asked if they would support a competition to be held amongst school children - the topic to be climate change and protecting the environment.
A local business man is prepared to support the prizes for the competition.
The members of the public left the meeting.
195/19 Chairman’s comments
The Chairman welcomed all to the meeting. He thanked the men who had installed the playground equipment, they had worked in atrocious conditions, he wished all present a Merry Christmas and a happy new year by offering mince pies to all.
196/19 Apologies for absence and the reasons given
No apologies were received.
197/19 Receipt of declarations of interest in accordance with the requirement of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests
None were received.
198/19 Notes of the last meeting held on November 6th to be approved as the minutes
Amendments were made to 183/19 Cllr. Brookes spoke on the telephone with PC Thornton regarding parking on the grass verge.
Amendment to 186/19 to add this will be considered as part of the stage 3 Safety Audit after the site has been operational for a suitable amount of time.
It was proposed by Cllr. Baker seconded by Cllr. Ingham that the minutes be signed.
199/19 Police Matters
The Police were not present at the meeting.
200/19 Viewpoints on questions from members of the public
Members thought the suggestion a wonderful idea to engage with the children of the village. A poster was suggested to encourage the children.
201/19 Reports from the previous meeting and report from the Clerk of issues arising since the last meeting
The Clerk reported that she had signed the take-over for the playground equipment. The construction staff had worked in atrocious weather.
202/19 Lincolnshire County Council Matters and Boston Borough - information for and from and for County and Borough Councillors
Neither Cllr. Brookes or Cllr. Cooper had anything to report.
Cllr’s Brooke and Cooper left the meeting at approx. 8.00pm
203/19 Correspondence which the Council are invited to resolve on
Cllr. Brookes - amendments.
LCC Highways - response to the letter from Park Avenue residents Association.
Speed Watch Co-ordinator – request for further Hi-viz vests.
Action the request was denied
Mark Plummer - LHP 22/11/19 regarding discussions about the seat.
Mark Plummer LHP 28/11/19 asking for the Councils agreement to the proposed wording on the plaque, photoshoot and article. Also to the conditions attached to the donation.

No data has been received.
Community Speed Watch
Although the speed watch team has been seen the Clerk has not received any information.
206/19 Planning
B/19/0472 Planning Application to construct a new Cattle Shed on Dennis Land, Sutterton
Action The Clerk to obtain further information.
207/19 Accounts for Payment as per payment sheet 8 of 12 dated November 2019
It was proposed by Cllr. Baker seconded by Cllr. Ingham that the payments be made.
208/19 Parish Matters
Cllr. Fitchett on the Inspection Rota, the wooden seats need dressing in the spring, the wildflower patch in the Cemetery requires spot weeding.
Matters for Report
Cllr. Greenslade brought up the planned VE Day Celebrations to be held in the Church.
Action the Clerk to contact Mrs. Despicht for clarification
Cllr. Sands reported that the footpath sign on Post Office Lane, has still not been repaired.
Cllr. Thorpe reported that the War Memorial needs cleaning.
Matters for inclusion in the January Agenda
Cllr. Ingham asked that the extension to the matting in the Cemetery could be discussed.
The Park Bench will be delivered mid December, our thanks go to Cllr. Thorpe and her husband who have agreed to store the bench until January when LRP will install it.
Emergency Plan Cllr. Greenslade has arranged for a digital copy of the plan to be forwarded to the Clerk.
Action the Clerk to forward copies to other Councillors.
The Clerk reminded members that the January meeting is on January 8th 2020
