MINUTES OF SUTTERTON PARISH COUNCIL MEETING HELD IN THE COMMUNITY LOUNGE ON WEDNESDAY JULY 3RD, 2019 AT 7.00P,

111/19 Public Forum

The member of the public asked if a dropped kerb could be requested at the top of Rainwalls Lane.  The drainage on Blows Lane was also discussed, when there is significant rainfall the cast iron manhole cover in the middle of the road rises, when the water is pouring out it appears to be clean water.

 

112/19 Chairman’s Comments

Cllr. Fitchett commented that the playground equipment had been painted, building had started at the Printers site and the tubs are looking nice.

 

113/19 Apologies for Absence and the reasons given

Apologies were received from Cllr. Sands and Cllr. Watts.

Apologies were received from Cllr. Brookes (LCC).

 

114/19 Receipt of declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensation in relation to members’ disclosable pecuniary interests

Cllr. Thorpe declared an interest in item 120/19.

 

115/19 Notes of the last meeting held on June 5th, 2019 to be approved as the minutes

It was proposed by Cllr. Baker seconded by Cllr. Thorpe with amendments as suggested by Cllr. Brookes by email.  Cllr. Thorpe asked if it could be made clear that LHP was Lincs. Housing Partnership.

 

116/19 Police Matters

PCSO Williams reported 3 incidents in the previous month - assault and a public incident on Ropers Lane, these incidents were linked.

An attempted burglary on Struggs Hill Lane was the third incident.

PCSO Williams left the meeting at approx. 7.12pm.

 

117/19 Viewpoints on questions from the public

Cllr. Fitchett explained the bungalow mentioned in the Public Forum.

Cllr. Cooper reported that rainwater can go in the sewage system to help to flush the pipes.

Action the Clerk to contact Anglian Water

 

118/19 Reports from previous meeting and report from the Clerk of issues arising since the last meeting

Cllr. Fitchett is to arrange a meeting with Lincs. Housing Partnership (LHP) regarding the grass cutting in Park Avenue.  Complaints are being made blaming Sutterton Parish Council, but LHP have cut down on their grass cutting.  Sutterton PC are only responsible for a small amount of the grass in Park Avenue.

The hedge from St. Mary’s Drive on Station Road has been cut as has the hedge on Kit Kat Lane.

 

119/19 Lincolnshire County Council Matters and Boston Borough – information from and for County and Borough Councillors

Members were interested if any firm plans have been received regarding the proposed Co-op.

LCC – Consent for erecting a structure within the Highway on Station Road, Sutterton.

LCC – Fire safety a brochure to be displayed.

BBC – Register of Electors – update June 2019.

By email Jane Twigg – concerns about the public footpath at the rear of Beridge Lane.

Action the Clerk to reply she has a meeting arranged with the contractor on thurs. Cllr. Fitchett is also to attend.

John Maltby regarding the strategic planning he discussed at the June meeting.

Cllr. Cooper via email responding to Mr. Maltby’s email.

Sutterton Parochial Charity Trust - Cllr. Thorpe declared an interest, 2 members who can potentially be re-nominated are John Thorpe and Susan Ward, Mrs. Ward has indicated that she does not wish to be considered.

Action it was proposed by Cllr. Fitchett seconded by Cllr. George that Lyn Craven be nominated, and that John Thorpe continue.

Cllr. Watts asking for clarification on a parcel of land and giving his apologies.

Action the Clerk to reply that previously the Council have tried to confirm ownership but have been unable to do so, but local thoughts are it belongs to Home Ales.

 

121/19 Highway Matters

Cllr. George reported potholes; she has requested that the numbering on the Stone Lane sign be changed as it reads the wrong way around.

Members reported potholes in Park Avenue, Maidens Road, and there are gaps on Boston Road.

 

122/19 Speed Detection data

Cllr. Watts who had sent his apologies, reported that the Speed Indicator Device (SID) was now operating, but he was not yet able to download the data.

Community Speed Watch

The Speed Watch Coordinator was not present at the meeting and had not supplied any data.

 

123/19 Planning

There were no items for discussion.

 

124/19 Village Planters

Permission has been granted for placing the planters on either side of the entrance to Endeavour Way.

Work will be required to clear some of the overhanging foliage.

Thistles are preparing the planters.

 

125/19 Accounts for payment as per sheet 3 0f 12 dated June 2019

It was proposed by Cllr. Baker seconded by Cllr. Ingham that the payments be made.

126/19 Parish Matters

Cllr. Watts has been on the Inspection Rota, so no report is available.

The playground equipment has been painted.

Cllr. Ingham reported the Garden at 35 Park Avenue

Action Cllr. Fitchett to contact Lincs. Housing Partnership

Cllr. George reported that the Bus Shelter was in the need of attention.

Cllr. Senneck reported that the sandbags are still at the top of Waterbelly Lane.

 

127/19 Playground equipment

The Clerk is attending a meeting regarding play equipment on 09/07/19, Cllr. Fitchett and Cllr. Thorpe are also to attend.

 

128/19 Lease for Village Hall.

The Lease was signed by the Chairman, Vice- Chairman Cllr. Sands and the Clerk.

Cllr. Cooper left the meeting at approx. 8.30pm

 

129/19 Flagpole

The Flagpole has been delivered and the base is being prepared.

 

130/19 Grass Cutting

Complaints have been received about the condition of the wildflower patch in the Cemetery.

Complaints have been received regarding the footpath behind the Old Beridge Site.

Action the Clerk and Chairman to meet with the contractor.

 

131/19 Development Committee (requested by Cllr. Greenslade)

When asked by Cllr. Thorpe, Cllr. Greenslade was unable to explain what he had in mind but thought appointing an Officer might be a good idea as the meeting showed little interest in a Development Committee.

 

132/19 Accounts to June 30th (requested by Cllr. Greenslade)

Cllr. Greenslade remarked that his questions had been answered earlier in the meeting.

 

There being no further business the meeting closed at approx. 9.00pm.

 

At the close of business, the next meeting was to be Sept 4th, 2019, but post meeting developments require that a monthly meeting will be held on Wednesday August 7th 2019.
